These include\u00a0<strong>custom-built tunnels<\/strong>, the use of\u00a0<strong>encrypted digital communications<\/strong>, and complex\u00a0<strong>global supply chains<\/strong>\u00a0that span continents.<\/p>\n<p>\u201cCartels are leveraging technology, exploiting legal loopholes, and partnering with foreign actors who have no interest in our national well-being,\u201d one Homeland Security official testified.
